right: the receipt's per-region narration ran narrateRegions({ useLLM: !NO_QWEN }), so on EVERY normal
--email (NO_QWEN false) qwen generated the drift story INSIDE the decidable receipt — a direct violation
of THE RECEIPT IS LLM-FREE. Now useLLM:false UNCONDITIONALLY: the receipt shows the deterministic template
(category + ShortLex subcategory range + block count) only. The qwen narrative stays ONLY in the separate
STORY email (commit-story, the detached knock-on). Guard: tests/pmu-simulator/receipt-regions-llm-free.test.mjs.

fix(pmu): the RECEIPT's region narratives are LLM-FREE — qwen only in the story email

Operator: 'the email still looks like it uses llm calls for the drift story — it must just write the
category names + subcategory ranges for drift/bleed/lane; the story email has the llm context.' They were
right: the receipt's per-region narration ran narrateRegions({ useLLM: !NO_QWEN }), so on EVERY normal
--email (NO_QWEN false) qwen generated the drift story INSIDE the decidable receipt — a direct violation
of THE RECEIPT IS LLM-FREE. Now useLLM:false UNCONDITIONALLY: the receipt shows the deterministic template
(category + ShortLex subcategory range + block count) only. The qwen narrative stays ONLY in the separate
STORY email (commit-story, the detached knock-on). Guard: tests/pmu-simulator/receipt-regions-llm-free.test.mjs.
