fix(npx): ship the current Rust chip — bundled pmu-rust drifted, no --regions/--shortlex

what is left for the npx: the bundled Rust chip source (packages/thetacog-mcp/pmu-rust/src)
was a Jun-12 snapshot — no regions.rs, no --regions/--shortlex, and missing attest/
resident/transcript that the current main.rs declares. So `npx thetacog-pmu-rust` built
a chip the region pipeline could not call; the regions-chip door fell back to JS forever
and the "one rust pipeline" never reached strangers. (The JS layer — the door, reef-coord-name,
lens-reef.json — was already bundled current; only the chip drifted.)

- SYNC the full Rust source (13 .rs + Cargo.toml/lock) → pmu-rust/src, byte-identical to the repo chip.
- DURABLE FIX: bundle-pmu.mjs now refreshes the Rust source AND the pmu-rust prebuilt at prepack,
  so a publish can never again ship a stale chip (the source was copied by hand and forgotten).
- Guard (the deliverable): npx-bundle-has-chip-regions.test.mjs — the bundled chip must ship
  regions.rs, dispatch --regions/--shortlex, be byte-identical to the repo source, and the bundler
  must refresh it. Any drift → red build.

Still operator-only: the actual `npm publish` (passkey-2FA) + refreshing the macOS-arm64 prebuilt
from a clean build. The bundle is now correct; publishing it is the operator's step.

what is left for the npx: the bundled Rust chip source (packages/thetacog-mcp/pmu-rust/src)
was a Jun-12 snapshot — no regions.rs, no --regions/--shortlex, and missing attest/
resident/transcript that the current main.rs declares. So `npx thetacog-pmu-rust` built
a chip the region pipeline could not call; the regions-chip door fell back to JS forever
and the "one rust pipeline" never reached strangers. (The JS layer — the door, reef-coord-name,
lens-reef.json — was already bundled current; only the chip drifted.)

- SYNC the full Rust source (13 .rs + Cargo.toml/lock) → pmu-rust/src, byte-identical to the repo chip.
- DURABLE FIX: bundle-pmu.mjs now refreshes the Rust source AND the pmu-rust prebuilt at prepack,
  so a publish can never again ship a stale chip (the source was copied by hand and forgotten).
- Guard (the deliverable): npx-bundle-has-chip-regions.test.mjs — the bundled chip must ship
  regions.rs, dispatch --regions/--shortlex, be byte-identical to the repo source, and the bundler
  must refresh it. Any drift → red build.
