fix(pmu): shortlex-registry.mjs was silently wiping phase-2 naming on re-run

Caught live, minutes after committing phase 2: a concurrent process
re-ran scripts/pmu/shortlex-registry.mjs (phase 1, the structural
skeleton builder) and it reverted all 132 just-named children back to
semantic: '' on disk. Git history was fine (the committed version stayed
correct); the WORKING TREE got clobbered because buildRegistry() always
starts every entry at semantic: '' with no merge step -- regenerating the
structure and naming the children were treated as the same operation when
they're not.

Fixed: the CLI now reads the existing registry's semantic values by NAME
(not array index, since a rebalanced allocation shifts positions) before
rebuilding, and restores them into the freshly-built skeleton. Verified
live: re-running the generator now prints "preserved 132 existing
semantic word(s)" and the file stays fully named.

Guard: extended tests/pmu-simulator/shortlex-children-named.test.mjs to
actually invoke shortlex-registry.mjs and assert the named-count is
unchanged before/after -- reproduces the exact incident instead of just
asserting the current state is fine.

Story: Discovered by verifying my own prior commit immediately after
making it -- the guard test failed on a fresh run, which is exactly what
caught this instead of it surfacing later as a silent data-quality
regression the next time someone regenerated the registry.
Persona-Intent: A future session running shortlex-registry.mjs for a
legitimate reason (rebalancing the allocation map) should never have to
re-discover that this also destroys unrelated naming work -- the CLI now
protects that boundary itself.

fix(pmu): shortlex-registry.mjs was silently wiping phase-2 naming on re-run

Caught live, minutes after committing phase 2: a concurrent process
re-ran scripts/pmu/shortlex-registry.mjs (phase 1, the structural
skeleton builder) and it reverted all 132 just-named children back to
semantic: '' on disk. Git history was fine (the committed version stayed
correct); the WORKING TREE got clobbered because buildRegistry() always
starts every entry at semantic: '' with no merge step -- regenerating the
structure and naming the children were treated as the same operation when
they're not.

Fixed: the CLI now reads the existing registry's semantic values by NAME
(not array index, since a rebalanced allocation shifts positions) before
rebuilding, and restores them into the freshly-built skeleton. Verified
live: re-running the generator now prints "preserved 132 existing
semantic word(s)" and the file stays fully named.

Guard: extended tests/pmu-simulator/shortlex-children-named.test.mjs to
actually invoke shortlex-registry.mjs and assert the named-count is
unchanged before/after -- reproduces the exact incident instead of just
asserting the current state is fine.
