feat(pricing): add the fleet-licensing two-tier structure + carrot/stick disclaimer

/pricing had only the flat $20/agent/yr rate. Adds what happens once someone is
licensing a fleet rather than a handful of agents: a Discovery Pilot tier (prepaid
license bundle, onboarding/orientation included in the purchase, framed explicitly
as a prepaid engagement not a SaaS subscription) and an Enterprise tier (negotiated
volume pricing, illustrative anchor only, lockable license duration, first look at
patent terms as claims mature).

Also adds a disclaimer box the operator flagged as load-bearing: this license never
claims WE decide whether an agent gets autonomous/zero-latency authority — that stays
the client's own systems' call. What the license buys is the record (a signed receipt
either way). Framed as carrot (the record is what makes granting zero-latency
delegation defensible) vs stick (Caremark-style officer exposure for undocumented AI
decisions) — never as us granting or gating the delegation itself.

Addition only; the existing flat per-agent price and its copy are untouched.
