docs(reply-loop): ratify Gmail-transport decision — local-first, SQLite sink, tokens only on work

Operator ratified (recorded in .thetacog/decisions-ledger.ndjson): the
email-reply loop is local-first and final. Gmail is the transport (a
session with the Gmail connector pulls replies into
inbox-reply-ingest.sh), the sink is the EXISTING SQLite tc_tasks
mailbox, the controller poller stays $0 when idle, and the LLM worker
fires ONLY on a matched command. No Resend receiving MX, no DNS work —
"we are not going to do anything that can't be done." The Supabase
bridge stays as a harmless 200-empty no-op; header now warns future
sessions off re-chasing the Resend/DNS path.

Proven live minutes before ratification: Gmail-pulled command queued
00:50:46 → tick gate OPEN 00:54:55 → ONE pinned-sonnet worker (which
found the blog post already written by a concurrent session at
ff06dae7e, verified instead of duplicating, sent the graded receipt
email) → row marked done 01:03:27 → every other tick today: gate
CLOSED, $0. 383+ no-op ticks, 1 fire, exactly-once in SQL.

email-reply loop is local-first and final. Gmail is the transport (a
session with the Gmail connector pulls replies into
inbox-reply-ingest.sh), the sink is the EXISTING SQLite tc_tasks
mailbox, the controller poller stays $0 when idle, and the LLM worker
fires ONLY on a matched command. No Resend receiving MX, no DNS work —
"we are not going to do anything that can't be done." The Supabase
bridge stays as a harmless 200-empty no-op; header now warns future
sessions off re-chasing the Resend/DNS path.
