fix(bookclub): send keys on the LOCAL day — closes seam #1 (retry past UTC-midnight missed every pin)

The top verified seam from the pipeline inspection, and it touches today's panel-pin
work directly: the controller writes pending-<day> and panel-pin-<day> under `date +%F`
(local), while send-daily keyed everything on the UTC day — so any send/retry tick
after 20:00 EDT silently missed both pins, re-picked a fresh passage (defeating the
operator's rewrite window AND the previewed-receipt guarantee), and wrote the ledger
under tomorrow's key. One constant drives pins, tmp paths, and the ledger, so
switching DAY to toLocaleDateString('en-CA') restores coherence across the whole
family at once. Guard extended in the same commit: the day-key coherence check turns
a UTC regression here into a red test.

The top verified seam from the pipeline inspection, and it touches today's panel-pin
work directly: the controller writes pending-<day> and panel-pin-<day> under `date +%F`
(local), while send-daily keyed everything on the UTC day — so any send/retry tick
after 20:00 EDT silently missed both pins, re-picked a fresh passage (defeating the
operator's rewrite window AND the previewed-receipt guarantee), and wrote the ledger
under tomorrow's key. One constant drives pins, tmp paths, and the ledger, so
switching DAY to toLocaleDateString('en-CA') restores coherence across the whole
family at once. Guard extended in the same commit: the day-key coherence check turns
a UTC regression here into a red test.
