fix(comms): the encircled drift receipt is now a HARD GATE on external sends

The 6 reinsurer/carrier COS-direct first-touches went out with NO canonical
drift/delegation receipt embedded — the encircled tolerance panel that IS a
drift-receipt company's proof-of-competence. Nothing stopped a receiptless
external send. Now something does.

canonical-send.sh: a --allow-direct (genuine external) send REQUIRES --encircled
<panel.png> AND that panel must exist non-empty ON DISK — the on-drive image is
the gate for actually firing the send. No panel → exit 3, no send. Self /
--from-room internal sends are exempt (the receipt is the OUTWARD proof). On
success the panel is embedded inline (CID).

email-artifact.mjs: auto-injects <img src="cid:<basename>"> for any --inline
image the body doesn't already reference, so the per-commit encircled panel
(trip-encircled-<sha>.png, dynamic basename) renders as the visual anchor without
the markdown hardcoding it. Gmail strips data: URIs — this is the CID path that
actually shows.

Guard: tests/comms/encircled-receipt-gate.test.js — the gate blocks (exit 3) with
no/empty panel, and the CID img auto-injects. Both pass. The deliverable is the
guard, shipped in the same commit as the fix.

fix(comms): the encircled drift receipt is now a HARD GATE on external sends

The 6 reinsurer/carrier COS-direct first-touches went out with NO canonical
drift/delegation receipt embedded — the encircled tolerance panel that IS a
drift-receipt company's proof-of-competence. Nothing stopped a receiptless
external send. Now something does.

canonical-send.sh: a --allow-direct (genuine external) send REQUIRES --encircled
<panel.png> AND that panel must exist non-empty ON DISK — the on-drive image is
the gate for actually firing the send. No panel → exit 3, no send. Self /
--from-room internal sends are exempt (the receipt is the OUTWARD proof). On
success the panel is embedded inline (CID).

email-artifact.mjs: auto-injects <img src="cid:<basename>"> for any --inline
image the body doesn't already reference, so the per-commit encircled panel
(trip-encircled-<sha>.png, dynamic basename) renders as the visual anchor without
the markdown hardcoding it. Gmail strips data: URIs — this is the CID path that
actually shows.

Guard: tests/comms/encircled-receipt-gate.test.js — the gate blocks (exit 3) with
