feat(controller): STAGE 9 pipeline-proof — 'never empty' is now a STANDING daily guarantee

The harness proves the one-pipeline invariants ONCE; this makes it continuous. Tick STAGE 9 runs
pipeline-harness.mjs once per UTC day (stamp-gated, $0 idle, perl-alarm time-bounded to 240s) and emails
the operator ONLY on breach — a silent pass is the norm. A panel we sell as risk must never ship empty;
now a regression that re-empties or re-mixes-LLM the pipeline pages the operator the same day, with the
failing invariant + the reproduce command. Closes the empty-panel loop from a one-time check into a
standing guarantee.

The harness proves the one-pipeline invariants ONCE; this makes it continuous. Tick STAGE 9 runs
pipeline-harness.mjs once per UTC day (stamp-gated, $0 idle, perl-alarm time-bounded to 240s) and emails
the operator ONLY on breach — a silent pass is the norm. A panel we sell as risk must never ship empty;
now a regression that re-empties or re-mixes-LLM the pipeline pages the operator the same day, with the
failing invariant + the reproduce command. Closes the empty-panel loop from a one-time check into a
standing guarantee.
