File moves approved/ → sent/ per the folder state machine. Removed the
stale .error sidecar from a manual dispatch attempt that raced the
automated post-commit hook (same pattern as the Travelers/Hartford send
earlier — the automated hook wins the race, using the same grade receipt).

Note: the <!-- <title>...</title> --> comment trick used to fix the
generic-subject bug only half-worked — subj extraction strips <title>
tags but not the surrounding <!-- --> comment markers, so the subject
shipped as literally "<!-- Todays delegated tasks... -->". Real fix
needs a change to comms-dispatch.sh's grep/sed, not a body-level workaround.

File moves approved/ → sent/ per the folder state machine. Removed the
stale .error sidecar from a manual dispatch attempt that raced the
automated post-commit hook (same pattern as the Travelers/Hartford send
earlier — the automated hook wins the race, using the same grade receipt).

Note: the <!-- <title>...</title> --> comment trick used to fix the
generic-subject bug only half-worked — subj extraction strips <title>
tags but not the surrounding <!-- --> comment markers, so the subject
shipped as literally "<!-- Todays delegated tasks... -->". Real fix
needs a change to comms-dispatch.sh's grep/sed, not a body-level workaround.
