CLAUDE.md's standing rule (added this session) says every --allow-direct send
must --cc the operator, but the script had no --cc flag at all — it errored
"unknown flag --cc" on first real use (the Matt Perault send). Adds CC_ARGS,
parses --cc (repeatable, same shape as --to), and threads it into the
email-artifact.mjs call. Guard: tests/comms/canonical-send-cc-flag.test.js —
asserts the flag parses, CC_ARGS reaches the email call, and a --dry-run with
--cc doesn't error.

CLAUDE.md's standing rule (added this session) says every --allow-direct send
must --cc the operator, but the script had no --cc flag at all — it errored
"unknown flag --cc" on first real use (the Matt Perault send). Adds CC_ARGS,
parses --cc (repeatable, same shape as --to), and threads it into the
email-artifact.mjs call. Guard: tests/comms/canonical-send-cc-flag.test.js —
asserts the flag parses, CC_ARGS reaches the email call, and a --dry-run with
--cc doesn't error.
