feat(blog): extend the spine — attackable claim first, evidence last as ingredients

Operator: full five-part sequence for outward-facing content — (1)
attackable claim, (2) proof (run-it-yourself), (3) why-belief, (4) the six
needs in order, (5) evidence LAST, presented as ingredients for the reader
to conclude from, never a dictated conclusion. CLAUDE.md's TRUST INVERSION
section extended to name all five parts, not just proof-then-belief.

Applied to both of today's posts as the first real examples:
- "Decidable on Silicon": attackable claim added ("every hardware-verified
  AI attestation shipping today verifies the model — never the output")
  before the existing proof line.
- "What Does Global AI Governance Look Like": attackable claim added
  ("every AI governance proposal on the table checks outputs it samples,
  never structure it constrains") plus the proof line this post was
  missing entirely (it predated the pattern and warned clean but didn't
  comply) — now brought up to the current standard.

Both attackable claims end with an explicit falsifiability invite ("if you
know of one that does X, that's the fact that changes this post") rather
than a bare assertion — matches the existing impeccable_claim convention
in docs/outreach/_template.mdx (one swingable sentence, not a slogan).

Left un-mechanized on purpose: whether a sentence actually qualifies as
"attackable" and whether Evidence hands over ingredients vs. dictates a
conclusion are voice/judgment calls, closer to what the qwen-monologue →
Claude-grade loop catches than a regex — noted in CLAUDE.md so no one
builds a brittle keyword check for it later.
