fix(pmu): og.png social-card thumbnail must never be a blank/near-blank panel

User report: public/commit/a5ae59460/og.png rendered as a near-black 660-byte
144x144 square — "scary because a blank one should never be shown." Root
cause: publish-commit-page.mjs picked pngs.find(tolerance) || find(encircled)
|| pngs[0] as the og:image source with NO degeneracy check. AR-15's
encircled-nonempty gate (e3e801179) only suppresses the hand-drawn ENCIRCLED
overlay when 0 regions are detected — it never covered this fallback, so a
tolEmpty (0g/0a/0r) commit, e.g. a data-only delegate(mesh) commit, still had
its near-blank raw tolerance panel written straight to og.png and shipped as
the public social-card thumbnail. Confirmed still live 3.5h AFTER the AR-15
gate landed (9dbba47e4, same day) — the gate's coverage had a gap, not a
missing wire-up.

Fix: publishCommitPage now accepts tolEmpty and skips the panel entirely when
true, falling back to the site default (same as the true no-panel case) and
recording an og-image-nonblank trip via the shared pipeline-gates.mjs reader
— same discipline as encircled-nonempty. Guard:
tests/commit-page/og-image-nonblank.test.js checks every PUBLISHED og.png
directly (background-pixel-fraction heuristic, calibrated against the
confirmed incident set with margin) so a blank thumbnail can never ship again
regardless of which code path produces it. Backfill: the 4 already-published
degenerate og.png files (a5ae59460, 9dbba47e4, b0b1331f5, eb4507704) now serve
the site default panel instead of a blank square.

Story: Operator caught this live on disk right after the LinkedIn post +
/commit page work — a blank receipt thumbnail undercuts the exact claim
(recomputable, verifiable, signed) the post makes. Same AR-15 discipline,
extended to the gap it didn't cover.
