Direct answer to FLI's July newsletter (forwarded elias@ -> voice@, "answer
this with a blog post"): a voluntary 30-day pre-deployment review window
(the new EO), an international pause-authority body (Anthropic/OpenAI's
proposal), and FLI's own Global Governance hub are all on the table this
month. All three check outputs instead of constraining structure -- the
book already named this exact failure mode (Chapter 6, "Sampling vs.
Topology" / Meld 7 "The Governance Inspection") months before this news
cycle, so this quotes it rather than re-deriving it.

Central move: the one question that sorts any governance proposal --
is the trigger a decidable measurement, or a self-report reviewed under
time pressure? Runs FLI's own reported facts (the EO, the Anthropic/OpenAI
statements, the export-control jailbreak episode) through that question
rather than inventing new claims. Section E is explicit about what this
does NOT resolve (who holds legitimate authority, state-vs-federal
preemption, the Florida suit) -- narrow mechanical claim, not a policy

No new book section needed -- research surfaced that Chapter 6 already

Every hundred milliseconds of round-trip turns a parallel race into a stalemate, because the first arrival sets the rules the second arrival has to honor. Throughput compounds: doubling the rate doubles the surface area where serendipity can hit. A pipeline at twice the velocity is not twice as productive — it is exponentially more lucky.
