You read that a British MP tabled a bill on Tuesday to ban superintelligence. Your hand did what it does on a steering wheel when the road turns to gravel. It tightened. It is Parliament's to draw, the way your policy line is yours to draw, and no machine gets a vote on either. But a line drawn is not a line read. Whether a system could disempower anyone is exactly the question no program decides about another; Rice proved it in 1953. So the line will be read the only way a line has ever been read: where the system landed against it, on a tape, held by someone who did not write the declaration. Sit with the first tightening. Ban. The thing you spent the summer evaluating, the agents already writing to production, the vendor you have not signed with yet. A bill in the Commons that would monitor and restrict its precursors, a word borrowed from chemical weapons law, where it means the ingredient regulated long before it becomes the weapon. You did not need the definition to feel it. Your hand knew: someone is reaching for my wheel.
Now the second tightening. It came a paragraph later, in the reassurance. Legitimate development continues. Licensed. Vetted. State-adjacent. The grown-ups' table. You have been at that table before, buying from the only three vendors allowed to sell, and you know what the price does. Your hand tightened again for the same reason. A different someone, same wheel.
The definition itself is not the problem, and your gut did not say it was. Could disempower state authorities is a line. A line is a decision about what is good, made by people, contestable on Tuesday and amendable in committee. That is the state doing its job. Your renewal has a line like it: the refund the agent may not issue, the record it may not touch. What tightened your hand was not the line. It was that the line arrived with two hands reaching for the wheel and no instrument for reading where the car is.

Honour that, because it is the strongest thing in the room. Then look at how the treaty they mean actually worked. Not by reading intentions. The non-proliferation regime is a ledger. On a wheel, grip is the road coming back up through your hand. It is not thrust. A wheel with more grip does not make the car faster. It makes your hand consequential: what you do at the wheel shows up as where the car is, and where the car is shows up in your hand. Take the grip away and the car still goes exactly as fast. You just cannot tell where.
The mechanism under the word is small and it halts. A declaration is sealed before the run: committed, so it carries a hash and a date, and changing one word of it changes the hash. That is the line. The work is read afterwards from the commit hash, the immutable record of what was delivered, not from the working copy and not from the agent's own account of itself. Both documents drop onto a fixed map of 144 positions by a walk that returns the same cell on any machine. The distance between the two cells is an integer. One coordinate holds one occupant; nothing is averaged. The line's author is not the run's author, and the record is read by neither.
Now the question a general counsel is right to ask, in the form they will ask it: how does an English policy get into a 144-cell map without somebody deciding what it means? It does not get translated. Nothing compiles could disempower state authorities into a rule, and nothing here claims to. The policy is placed the way the run is placed: as bytes, by the same walk, on the same map. Not one sentence, either; a single line alone is too thin to place and the receipt says so. What is sealed is the body of the declaration: the wording, the appetite statement, the decisions already taken under it. What comes back is a distance, never a verdict. That is the exact shape of material unaccounted for: a number that says the declared and the measured do not match, and says nothing about why. And a declaration that carries no more order than its own words shuffled is caught before the run. Affordances: doors you can actually open, each one decidable before you touch it, no door that opens onto a debate. Growth paths: the road from where you are to what you want, drawn with real avoidances, the cells you may not enter marked before you set off. Time on target: your own hand's record at one coordinate, row after row, until the record itself is the authority and nobody has to take your word for it; the book gives that a number, and the number is yours. The agent gets none of this. It gets a row per turn, written by something else. And be exact about what is borrowable here, because the bill's fear is a borrowed thing. A model is a pair of glasses. You can borrow anyone's: the lab's light, the vendor's lens, a brand's view of the road. What you cannot borrow is grip. The obvious objection is the right one: a steering wheel with no brake is a sales pitch. So be exact about where the brake is. The same campaign that drafted the bill drafted an amendment to the Cyber Security and Resilience Bill giving the Secretary of State a last-resort power to direct a data centre to shut down. That is a brake, and it is in the right hand. The state's. Nobody selling an instrument should want it, and nobody selling one should claim it. The same is true one scale down, on your own machine: an out-of-lane crossing can be wired to stop the run, and wiring it is your responsibility, not the vendor's. The wheel ships with the place to bolt a brake on. Whose hand is on it is the whole point. The halt is the buyer's wire and the sovereign's order. The count is ours.
Now watch what the wrong sentence does, because the advice you will receive this month is to say it. Keeps it in lane. Contains the drift. Execution terminates at the boundary. Every one of those claims whether: whether the system stayed safe. In 1953 Rice proved no program decides that about another for every case, and a more capable judge does not help, because the theorem is about the question and not the judge. So the vendor who says it has promised a property the mathematics forbids, and the first incident makes the promise a liability with a name on it. The regulator's exhibit A is your own brochure. Say "it stays in lane" and you are the defendant.
The dated fact, before the motive. The brake belongs to the hand that draws the line, and the kill-switch amendment puts it there. A vendor who claims the brake has claimed safe, and safe is the one word a 1953 theorem lets any hostile reader take apart. The witness never holds the brake. That is what makes the witness admissible.
Break it: exhibit a general procedure that decides, from a system's output alone, whether it stayed inside a boundary, for every system and every input, without running it to completion. That breaks this, and Rice.

The grown-ups' table, then, because that was the second tightening and it deserves a straight answer. A licence on who may run a frontier system is a line. It is politics. It is the state's to draw and yours to lobby, and the instrument has no opinion about it and could not form one. If Parliament decides only three labs may train past a threshold, that is a whether, and whether is theirs.
A licence on who may measure is a different object. It would be a law against tape measures. It would say: only the licensed may read where a system landed against a line. Nobody has tabled that, and nobody will, because the inspector model they are copying depends on the opposite: the measurement is the one thing everybody at the table can perform. So the fence, wherever it lands, cannot land on the meter. It lands on the running, or it lands on the underwriting. The meter stays free, or the regime has no ledger.
The hardest objection is not the grown-ups' table. It is a captured meter. States license broken ledgers on purpose: a preferred vendor, a preferred method, control preferred over a count. Grant it entirely. It does not reach the sentence. A licensed meter is a declaration: this is where we say the system landed. The free walk is the measurement: anyone holding the two documents recomputes the cell on their own silicon. The gap between the licensed reading and the recomputed one is a row, dated, and it is the only row a carrier needs, because a reinsurer prices what it can recompute and walks away from what it cannot, and it did exactly that in January, before any minister had a meter to license. A state can license the count. It cannot license the arithmetic, and the day it tries, it has told the market where the loss is. When a declaration was captured under the nuclear regime, the count outlived the capture; that is what the inspectors were for.
That is why the price sits where it sits. The measurement is free and open source. Only the attestation is licensed: the sealed, dated row a carrier will accept as a trigger. Not a trial. Not a tier. Then agents will do work worth a trillion, and work worth a trillion is liable at a trillion, and a trillion of liability cannot be carried on a debate; the carrier said so in January. So the tape is not a second bet placed beside the first. It is the condition under which the first bet is bookable at all. A minute on a laptop and twenty dollars an agent-year is not a deal you weigh against the trillion; it is the smallest line on the invoice that lets the largest line be written down. The only way to call the tape unreasonable is to call the trillion unreasonable, and nobody at the table is doing that.
Now the predictions, stated so you can grade them in a year. A vendor who stays ambiguous about which side of the line it sells from gets sorted by the office reading the brochure, and offices sort into two bins: the thing that makes agents more capable, and the thing that makes them accountable. Ambiguity lands in the first bin, and the first bin is the monitoring power. A vendor who says engine lands there on purpose and finds the bin has a licence fee.
