issue-receipt.mjs returns UNPLACEABLE on WITNESS DISAGREEMENT — the most underwriter-friendly
property we have — but nobody has ever counted how often it fires. An actuary needs that rate to
reserve: a gate that abstains 2% of the time is an instrument; one that abstains 40% is a coin toss
with extra steps. WE DO NOT KNOW WHICH WE HAVE, and Carls will ask. Now P0.

Four promises in the agenda, four parked lab tasks, all now on the calendar with their done-when.
The agenda writes a cheque at every one of them; Wednesday is when we make sure we can cash it.
