Story: The engage thread is named by the person — the subject is now exactly their email address, nothing else, so every future dossier for the same human lands in the same conversation; the verdict emoji stays in the preheader where it belongs. A hard 24h floor means a person can be reported at most once per day no matter how fresh their clicks are (new activity re-arms them for tomorrow's 10am, never a same-day second email), and offline sink proofs no longer write the TTL ledger, so a dry run can never suppress the next real batch.
