/commits now opens with the panel grid: up to 60 encircled receipts as tiles

whole repo's drift physics visible at a glance, before the row index. /intervene
panels are now existence-gated the same way (build-time existsSync — no broken
tiles for stories whose png hasn't published). Guard extended in invariant 8.

(red-bordered when out-of-lane), each linking to its signed attestation — the
whole repo's drift physics visible at a glance, before the row index. /intervene
panels are now existence-gated the same way (build-time existsSync — no broken
tiles for stories whose png hasn't published). Guard extended in invariant 8.
