Fix is a source-of-truth rule that's checked, not remembered: ENROLLMENT-POLICY.md states that ongoing-relationship/high-risk contacts go on the trial list with the forced-filter banner always on, while the double-opt-in shield is only for cold strangers. The decision is recorded in strategic-decisions.ndjson so it survives context compression, and audience.mjs gains a hold_send_until_verified gate so a contact can be enrolled (decision recorded) while a guessed address is held from the send — separating the enrollment decision from the deliverability gate so they never conflict again.

Story: A tier decision drifted mid-session — warm ongoing-relationship contacts (a Munich Re underwriter, a law professor) were wrongly classified as 'don't list' by reaching for the stranger-consent frame instead of the trial-tier frame. Fix is a source-of-truth rule that's checked, not remembered: ENROLLMENT-POLICY.md states that ongoing-relationship/high-risk contacts go on the trial list with the forced-filter banner always on, while the double-opt-in shield is only for cold strangers. The decision is recorded in strategic-decisions.ndjson so it survives context compression, and audience.mjs gains a hold_send_until_verified gate so a contact can be enrolled (decision recorded) while a guessed address is held from the send — separating the enrollment decision from the deliverability gate so they never conflict again.
