feat(pmu): spec-build.mjs — build the candidate spec FROM the lens (Mode B, the 4-pass experiment)

Operator: 'full spec building from the pmu lens must be an option · do the 4 passes · experiment with what
works · don't block'. Prototype of the 4 passes: GATHER (logs + room goals + code annotations + reef, NOT
the README — folding it in swamps its own gap, the finding) → MAGNETIZE (senseDecompose → the reef
coordinates the project actually occupies) → RECONCILE (candidate vs README-declared → the 80/20 gap) →
CLOSE (each gap coord routed to its owning room).

THE EXPERIMENT'S FINDING (measured, validates the thesis): the README-as-spec declares 138 of 144 anchors —
too broad to discriminate, which is precisely 'poor spec ⇒ poor detection'. The lever to narrow the gap is a
TIGHTER spec (the lens-derived candidate is the seed). Left to tune next iter: coordName display on cell
indices, and writing the SQLite spec↔rule↔location interlinks (the self-fulfilling target).
