docs(marsh): formalize Authorized-Enforcer/first-dollar-buyer framing; close Reagan/Srail TTL gap

The 2026-07-12 operator decision to frame Marsh as "Authorized Enforcer, first-dollar buyer" was
made in-session and never written down — today's calendar event referenced a decision the repo had
no record of. Named it against existing language (market-creation one-pager, broker-economics
commit 33d7531af, the Paul Denny reseller-monologue thesis) rather than inventing anything new.

Audit surfaced a real process gap: Reagan and Srail's cold touch-1 (2026-07-06, LinkedIn, zero
reply) never got a scheduled TTL follow-up, unlike Munich Re/Reinhart and Cigna/Andresen which both
carry touch-2-of-3 entries in data/self-prompts.json — a violation of the standing "every send gets
a scheduled follow-up" rule. Drafted the touch-2 key rotation (concrete $20/agent-year clearing
position + the ISO Jan 2026 exclusion wave, replacing the abstract "a standard is forming" open),
graded via qwen cold-read + Claude to 95-98 across all nine needs, held in drafts/ pending explicit
operator sign-off (same discipline as the 2026-07-08 Marsh warm-hold-discipline precedent — two
named external executives on a live cold vector, not a self-approved send). Registered sp-058 so
the approve/hold decision itself doesn't go unprompted.

Also: docs/strategy/ is gitignored (same gotcha flagged in 77f4990ff) — filed the naming doc under
docs/01-business/strategy-notes/ instead.

names. Fixed the mechanism, drafted and graded the content, held the send for sign-off.
Persona-Intent: Elias skimming this commit should walk away knowing three things — the Marsh
archetype naming is now durable in the repo, Reagan/Srail won't silently go stale, and nothing
external fires until he explicitly approves the drafted touch-2.
